Fortunately, some states are choosing to prolong their own

Can I Still Purchase Health Insurance for 2019?
If you missed out on the 2019 Open Enrollment Period and you
do not pass for a SEP, you will have to
anticipate the Open Enrollment for 2020. You can qualify for an SEP if you have
encountered a qualifying life event that hindered you from meeting the
deadline.
Qualifying life events can include:
- The deterioration of health insurance through a job or Medicare eligibility.
- Household modifications such as divorce, marriage, having a baby, or a death in the family
- A change in your home address.
